Please find attached an op-ed written by John Lipsky and myself in our role as co-chairs of the Bretton Woods Sovereign Debt Working Group.   We talk about the use of value recovery instruments VRIs, as another instrument to add to the menu of options to help restructure the debt in the growing number of highly indebted emerging market economies.  I would appreciate your comments.
