I have written the attached op-ed with Stuart Mackintosh emphasizing the need for the Ukraine to move ahead, not only on their debt problem, but more broadly putting together the equivalent of a Marshal Plan, to handle the rebuilding of Ukraine’s infrastructure and economy.
